MIS Functional Analyst

Job Description:

This job is responsible for utilizing formal (functional area) professional (accounting, actuarial, HR, etc.) or operational training to meet internal and/or regulatory requirements and/or facilitate the execution of strategic goals. Also utilizes formal MIS training and/or a high level of first-hand MIS experience to analyze and evaluate existing or proposed systems, and revise or develop computer programs, systems, and related procedures to process data. Provides ongoing support and training for developed programs, complex reports and third-party applications including development and maintenance of databases that support the (functional area) processes and the running of the day-to-day information factory. Identifies, recommends and implements system improvements to increase flexibility and accuracy while decreasing cycle time. Prepares charts and diagrams to assist in problem analysis and submits recommendations for solution. Prepares program specifications and diagrams and develops coding logic flowcharts.  Encodes, tests, debugs and installs the operating programs and procedures in coordination with computer operations and user departments. Utilizes combined (functional area) and MIS expertise to work with various levels of management to design new reporting packages to meet corporate and regulatory information needs.

·   TECHNICAL EXPERTISE AND PRODUCTION SUPPORT – 15%

·       Demonstrate all roles and responsibilities under Level I plus,

·       Demonstrate ability to develop comprehensive user test plans and provide direction to an operations Technician.

·       Create and validate reports.

·       Demonstrate basic knowledge of billing system and pay plans.

·       Ability to interpret state pages and how they impact the different products.

·       Ability to understand product rating in order to trouble shoot algorithms. Need understanding of rating processor.

·       Handle all customer contacts assigned to you within department standards.

·       Provide accurate solutions to customer inquiries.

·   TESTING, DEBUGGING, TEST MANAGEMENT, QUALITY ASSURANCE – 15%

·       Demonstrate all roles and responsibilities under Level I plus,

·       Prepares Implementations Memos/Test Plans and schedules sessions with IT, Tech support and Operations to conduct review and approval of Test Matrices.

·       Thoroughly test all programs prior to moving them to production.

·       Correct errors before moving to production or releasing work.

·   PROJECT MANAGEMENT – 15%

·       Demonstrate all roles and responsibilities under Level II plus,

·       Ability to multitask projects, a minimum of 5-10 small to medium assigned projects and functional activities.

·       Capability to work independently and ability to prioritize own work schedule.

·       Demonstrate ability to lead/coordinate small to medium independently and to lead large projects (greater than 500 hours) under the direction of a senior leaders or a MIS Analyst IV.

·       Complete assigned projects on or before the target date assigned.

·       Work independently with little to no guidance from senior analysts, seek manager guidance when necessary.

·       React to pressure, problems, or shifts in priorities by increasing personal efforts.

·   ANALYSIS / SOLUTION GENERATION – 15%

·       Demonstrate all roles and responsibilities under Level I plus,

·       Demonstrate effective skills in problem definition, problem solving, and requirements analysis by clearly documenting problem definition, alternatives and solutions.

·       Ability to identify priority issues and determine which issues can be handled within the authority of an MIS Analyst and be able to discern those issues requiring direction from a higher authority.

·       Define and document problem definitions that clearly reflect customer needs by interviewing and analyzing queries.

·       Resolve customer inquiries without negatively impacting production.

·       Develop creative solutions to problems.

·       The ability to interpret compliance changes and how they will affect the system.

·   PROCESSING ENGINEERING – 10%

·       Demonstrate all roles and responsibilities under Level I plus,

·       Understanding of workflows and procedures and ability to document recommended solutions through user specifications or process mapping.

·       Solutions to streamline processes and to document recommended solutions through user specifications or process mapping.

·       Ability to process Business to Business (B2B) and Business to Consumer (B2C) installations as it relates to the individual Business units.

·       Ability to interpret user requirements and how they will impact their clients.

·   Requirements definition – 15%

·       Demonstrate all roles and responsibilities under Level I plus,

·       Ability to develop thoroughly analyzed and well-defined user specifications following departmental documentation standards.

·       Document requirements for new clients, new product installations for existing clients and client conversions.  Work with client and with IT to ensure all issues are resolved, validate, test and promote changes to production to ensure all user requirements are satisfied.

·   CUSTOMER LIAISON, RELATIONSHIP BUILDING AND COMMUNICATIONS – 15%

·       Demonstrate all roles and responsibilities under Level I plus,

·       Provide client support to assigned clients by representing the department in Client Team meetings.

·       Demonstrate the ability to handle higher profile clients.

·       Ability to conduct training sessions on appropriate systems.

·       Make effective written and oral presentations to clients, business unit, internal staff and management team of products and system processes within the department.

·       Provide consultation to customers when needed.

·       Give value added service to customers.

·       Work with clients, Business unit, other departments, other offices, etc. to define overall business strategies.

Build working relationships with our clients and customers both internal and external as needed.

Ensures projects are prioritized and completed as required by business team.

EDUCATION

Bachelor’s degree in (functional area – Accounting, Actuarial, HR, etc.) and/or Technical diploma in, Accounting, Finance, Business MIS, CS, etc.

EXPERIENCE: 

2-3 year professional experience

KNOWLEDGE AND SKILLS:

  • Competent to work on most phases of application (functional area) MIS analysis and programming activities but requires instruction and guidance in other phases. 
  • Knows fundamental concepts, practices and procedures of department/area.

  • Performs Workflow Analysis on products and processes, conducts sessions to interview users and IT staff to formulate requirements.
  • Demonstrates advanced knowledge of Microsoft Office applications
  • Possesses solid knowledge of Account Interfaces.
  • Possesses and applies solid testing methodology.
  • Demonstrates solid knowledge of systems and products supported by your Business Unit.
  • Demonstrates solid knowledge of the Rating, general ledger/accounting interfaces, statistical reporting. 
  • Demonstrates solid knowledge of system daily, weekly, and monthly cycles, declaration printing, direct billing and account current.
  • Demonstrates solid knowledge of the support tables for the systems supported and how they work.  Can make updates or additions to tables as required to support a project.
  • The ability to interpret compliance changes and how they will affect the system.
  • Demonstrates proper use of departmental databases and regularly performs updates to these databases.
  • Creates business process flow diagrams to graphically outline current and proposed processes.
  • Perform other duties as assigned.
  • Knowledge of Jira or Azure DevOps software applications.
  • Knowledge of Salesforce a plus
